Iphone 5 video mode working but still mode not working – is this iphone mobile hardware issue

Hi

any one kindly give an advice that i got an iphone 5.its back and front cameras are working in video mode ,but when i select to still photo mode it stucks.pls give a solution for this.i flashed and tried but still same.i checked the mother board slightly water logged. I cleaned it but same.kindly any experts give an advice.
